My client is a local authority who are looking for a Development Manager to join their Regeneration team to work on a large redevelopment programme.
The role will focus on managing the delivery of strategic regeneration for the programme and other property developments within the area and will also involve acting as a deputy for the Project Director.

Some of the duties include:
  • To lead and direct project teams working collaboratively with internal teams, key stakeholders and managing external consultants.
  • To recommend development opportunities to senior officers and members based on viability of developments by undertaking appraisals and cash flows.
  • To create value and income through the development of sites in accordance with the principles of the Local Plan and masterplan.
  • Lead on negotiation of legal agreements including, but not limited to, Heads of Terms, Development Agreements and Leases, in conjunction with in-house and external lawyers.
  • Lead and establish financial program budgets and deliver within these budgets.
  • To write internal approval papers including, but not limited to, those to SLT, SMB, MAP, BVEC, Cabinet and Council.
  • To develop and coordinate scheme designs incorporating sustainable design features.
  • To lead procurement activity relating to all relevant projects in conjunction with internal procurement and legal resource to ensure compliance with the Public Contract Regulations 2015 and the Council's Contract Standing Orders
  • To devise and implement measurable marketing campaigns to increase the rate of development and lettings. This will include leading on the design of all marketing collateral in accordance with the brand guidelines.
  • To lead on Enterprise Zone activity working collaboratively with the LEP and other Key Stakeholders. The role holder will also act as the main point of contact for Members.
  • To lead the on-going BID process utilising internal resources and external consultants.
  • To work collaboratively with Commercial Project Manager to develop and submit planning applications and secure permissions.
  • Actively engage in the preparation of press releases and wider communication strategies.
  • To actively engage with current and prospective occupiers to ensure they stay within or move to the Borough.
  • To support Members including the Portfolio Holder for Property and Development as required, attend management and committee meetings as required
