Service Manager / Head of Service - Fostering, Support and Recruitment, Brokerage, Placements, Adoption* (* Moving into RAA in July)
6 - 9 Months role - 5 days per week (flexible working policy in place)
£550 - 650 Daily Rate

Reason the interim appointment
• Permanent post holder is not currently in post - temporarily undertaking an alternative role within the organisation
• 2018 OFSTED - Adoption and Permanency in need of improvement
• Big improvement around these areas required which needs increased pace.

Team Setup
5 Teams directly reporting to this role:
oSGO / Kinship
oAdoption (Progression to RAA in July and interface work to achieve that)
oFostering Recruitment
oFostering Support - In-house fostering support
oPlacement Commissioning - standalone and separate from procurement/commissioning

Details of the service
• F&A experience is key skillset needed for the chosen interim
• All teams have 1 team manager. Placement manager deals with brokerage of both spot placements and framework. Close and positive partnership with commissioners as well in CS services.

• A slow decrease in LAC Cases in the last year.
oDone through more effective front door services, via improvements in edge of care
oPressure on placements at higher end
oSpecialist placements for young people with CWD, trauma, complex needs, mental health - lots of work with SEN and CCG.

• Model of practice is systemic, relationship-based social work.
• Savings strategy is to double the size of in-house fostering service. Launch a pilot around a different way of fostering, which this post would lead on with project support staff who are already in place. Options appraisal for in-borough residential provision, whether we deliver in-house or commission providers to run children's homes.
• SMT are all part of/or completed the DfE Practice Leaders programme, so this post holder will be well supported by a senior leadership team who knows what good social work, leadership and workforce support looks like.

The client has requested that the successful candidate has previous demonstrable experience as Head of Service covering Fostering, Adoption, Placement Commissioning, including Brokerage, with ideally demonstrable experience of working in a developed/good/outstanding OFSTED rated team. In addition, you must be available to start ASAP or by 1st week of March 2019.
