Baltimore Consulting are currently working with an organisation based in the South West who are seeking a Housing Needs Strategic Lead on an Interim and Full Time basis.

Working as part of the Senior Leadership team, you will be responsible for the management and development of the housing needs function. The ideal professional will hold extensive experience and knowledge in; the allocation of social housing advice and options, homelessness, procurement, the management of temporary accommodation and rough sleeping services

Responsibilities include:
  • Lead for the department on the development and implementation of the organisations Housing Strategy and other housing strategies and managing relationships with Housing Associations and wider stakeholders to ensure a supply of affordable housing.
  • To take the lead on development and implementation of new initiatives to improve the quality and supply of affordable housing and the quality of services provided.
  • Lead, develop, direct and manage the strategic and operational aspects associated with the housing options service, homelessness prevention and housing allocations in order to provide the best possible services which meet customers’ needs and aspirations and meet the Council’s policies and objectives
  • To ensure the Council meets its statutory responsibilities required under the Housing Act
  • Lead and develop the council’s strategic housing function policy
  • As a member of the senior management team, contribute to the achievement of corporate aims and objectives.
  • Ensure the service implements corporate policies and programmes consistently and effectively across the organisation.
The ideal professional will hold:
  • A thorough understanding of current legislation, regulatory requirements and best practice in relation to all areas if the Housing Service
  • Excellent financial management and budgetary control skills
  • Ability to use IT and to assist in the development of IT based solutions.
  • High or In depth level of knowledge of homelessness and housing legislation, safeguarding and finance in relation to temporary accommodation and supported housing and the Equality Act
  • Exceptional communication skills, with a string ability to liaise effectively with internal and external stakeholders at various level
  • Demonstrable experience of managing strategic and operational risks
