With a resident population of just over 1.5m, Kent has the largest population of all the English counties. Kent County Council (KCC) is responsible for providing more than 300 public services, including social services which is accessed by over 34,000 adults each year.

KCC's focus is on improving lives by ensuring that every pound spent in Kent is delivering better outcomes for Kent's residents, communities and businesses. A new Strategic Commissioning division was created in April 2018 to support individual directorates in achieving this.
In order to support their high performing adult social care service, Kent County Council are looking to identify two outstanding Senior Commissioning Managers to support the senior management team with their new strategic vision.

Key Responsibilities:
• Drive, develop and oversee the implementation of the strategic commissioning plans outlined by the senior management team.
• Deliver robust management of the adult social care budget on behalf of the associated Director.
• Develop and sustain effective relationships with senior stakeholders both within the council and with external providers. This can be in the public, private and third sectors. Through collaborative engagement you will identify and deliver the key performance measures through effective contract creation and management.
• Be accountable for the application of standards framework and compliance.
• Report to senior members of the delivery of key objectives including market creation, strategic sourcing, strategic relationship management and contract management.
• Oversee commissioning plans that are evidence based with a key focus on forecasts working with performance and analytical functions.

About you
The successful candidate will be able to demonstrate experience at a senior level with the ability to make concise decisions, think strategically and show empathy for the services you will be commissioning for.

You will be passionate about building relationships both within the council and with external partners, being able to communicate effectively in order to ensure a collaborative approach is achieved to ensure objectives are met.

As you will be reporting to the Head of Commissioning Portfolio, you will provide regular reports to senior staff members within the council giving status updates on commissioning projects relating to the community service. Therefore, you will have the ability to provide concise and well-presented reports in order to assist the senior management team in the strategic direction of the service.
